In your last screenshot, are you logged in as an admin, or someone else?
It seems that you are logged in as Manager, not Admin.
Login as an admin, and check Settings > site administration > users > permissions > Define Roles. Look for Allow Role Assignments tab. You need to allow Managers to assign other cutom roles there.
