I've been looking for something similar to what you described, and so far I didn't find anything. Gareth points out part of the solution, enabeling MyMoodle... but that is only to show the courses that you are enrolled in, and only admins see all courses available (it is a "must have" in large organizations).
What I am looking for is a way to push a template during auto-creation of courses through LDAP. This is partially possible, but only for settings like start date, visible, upload size etc. but not for what blocks to display and where, or info already populated (such us configurated pages that all courses must have). It is not practical for us to backup and restore 600 times a course to get some stuff in the right place...
It seems to me that it has to be possible to do this, but I don't know how! Any ideas?
