Is that the only error? You have done well. if it is.
Are you upgrading or is it a fresh install? Seriously recommend that you not upgrade, but install fresh.
There has been an ogoing issue with some versions of Fantastico or cPanel whech are causing some errors, particularly with the charsets.
If you can, install phpMyAdmin, or phpPGAdmin, depending on your database, and look to see if the database has been created, or if you have another tool that will tell you that it is working. If it is working, then you may want to install a moodle on your local machine, and then FTP it to the server. You will need to ensure that everything is pointing to the server, but that is done easily enough by running the admin/replace.php script when you have uploaded the Moodle. The local Moodle can be used as a test Moodle, so if you break that it is easier to replace and you do not upset your clientele if you change things.
I suspect this is probably the better option right now for getting Moodle 2.x.x up and running. Good luck..
