Essay question

I am looking for a way to include a template in the answer box for an essay question.  I saw an example on the University of Wisconsin site an example of essay with answer template but do not know how to get that option.  The site I found it on is at http://moodle.wisc.edu/?p=1026

I would really like to know how to do that without using a database.  Thanks for any help out there.

That must be a local customisation they have done, and not (yet?) shared with the rest of us.

At some point I would like to do a bunch of changes to the essay qtype, and this seems like a sensible thing to include. (The main thing I want to do is make it support attached files and embedded images - if the teacher choose to allow either or both of those.)
