I am unable to load an IMS content package in my 2.0 installation. I get the following screen when I select this as a resource:

FORBIDDEN
You don't have permission to access /moodle/course/mod.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

The permissions for this file are the same as for other files in the course folder. I am logged in as admin.
I get the same error when I go to admin>plugins>activity modules>IMS Content Packages. I was able to access the settings for the URL activity module and remove the checkmark for Require activity description. In fact, I can access the settings for all other activity modules except IMS Content Packages.
Any ideas of what could be the problem?
