Am I missing something. I can't figure out how to do all the settings for w workshop when I set up. It seems like I have to enter each phase to set the settings for that phase -- that is cumbersome and time consume. Also, I wanted to override the "assessment grade" and I couldn't figure how to do that. The only overwride I found was for submission grade. As there a way to make a global selection as to which submission to publish.
There is intentionally no way how to override the aggregated grade for assessment within the workshop. What you can do is to override a partial grade for a single assessment. But the overall grade for assessments is calculated as a mean of grades for all given assessments. Alternatively, you can override the grade in the course Gradebook once the grades are pushed there.
There is no way how to publish all assessments at once at the moment. Because Workshop was considered as an advanced variant of the Assignment module, the submission is considered to be private. The publishing feature is there so the teacher can publish the exemplary work by individual students. If you want all submissions to be published, you may use some another module (like a Database or Forum) for submitting and use Workshop for the peer-assessment only (instead of providing full text, your student would submit just a link to their work submitted elsewhere at a public place).

The settings that are missing from the main setting
It is like in the Quiz - when editing the Quiz settings, you do not define the questions because questions are independent on the Quiz.
I can understand wanting to make the workshop capability have as much flexibility as possible. But not being able to make all the choices when the workshop is first set up makes doing workshops more time consuming. Is there any way that you could select the random allocation and the number of allocation at the time, weight of faculty assessments and allocation of submissions to faculty member? For instance, could we go into the plugin and set those options at when we set up the workshop?
This clearly depends on how you use workshop. I can see that you would prefer legacy behaviour when everything is set and defined in advance and then workshop just runs without much teacher's input needed.
But the new version was developed so that these tools are interactive and can be combined in many ways. For example, you can let Random allocator do some initial random assignments and tweak it using the Manual allocation tool. Or vice versa, define several required allocations (like a teacher really wants to assess John's and Mary's submissions personally) and let all other being allocated randomly. Or, when the grades for assessment are calculated, the teacher is expected to iteratively play with the setting, changing the weights, overriding the calculated values etc. until they are happy with the overall result.
From this point of view, it is very natural to have the setting form available just in time when they are needed and not before.
David, I am asking for choice. By making all the settings -- just in time when they are needed is of course one natural option
Of course, for a very busy teacher, with a large class and a number responsibilities beside minding workshop -- I need the ability to make those choices when I set up the workshop.
Delaying the time is not natural -- but forces me and others to be tied to managing the software.
I am suggesting that in the interest of flexibility and useability -- if it can be done -- than it ought to be done.
