is it possible to add/create/edit a course from an external source. Is there a XML API or something like this?

We do exactly that. All our courses are independently mastered in XML and loaded into Moodle. They can be very highly integrated and take all advantage of the environment. You can also find a project newsletter here (http://www.tenegen.eu/en/content/100422/tenegen-newsletter-may-10) that explains the rationale behind the approach.
The advantages are enormous, particularly for institutions that understand the importance of knowledge management.

Are you still working on/using this? The courseworkerxml site says it is "reserved for future use" and the tenegen.eu p[age is not found. I'm just beginning to look into this as a way of creating our courses from module handbooks.
