My agency uses Moodle for on-line, asynchronous training and registration for classroom training.  For synchronous on-line, web meetings, etc we use WiZiQ.  Previously we used DimDim (DON'T recommend, not even available any longer).

So far, we like WiZiQ a lot and appreciate the Moodle plug-in, which allows instructors to set up the link to the virtual classroom in the moodle course.  It is very inexpensive, especially compared to other options (Connect, WebEx, etc).  Tech support has been very quick to respond and resolve any issues we've had, which really isn't very many, and to answer questions.

I can't say much about their LMS service, as clearly, I don't use them...but the virtual classroom is very easy to use and those who have used it in my agency love it...they walk in making cranky noises about webinars, etc and walk away making happy noise.  I count that as success.
