I don't think it is as hard as Bob makes out, but you do need to be able to understand the code as it is now, and tweak it. So, I guess it depends on how proficient a PHP coder you are.
In terms of filtering on Church Code, one option would be to create groups based on Church Code (you could knock up a simple script to create these groups automatically). Then set the course to separate groups mode.
