Depending on the details of how you want that information utilized there are a variety of ways to proceed. I might first call your attention to the custom user profile fields which can store some of the information you have. I created the birthday block to provide a way of showing user's whose birthdays it was. That may give you some ideas for how to use the custom user profile fields in a block and then you can take your ideas further.  Let me know if you have any other questions and how we can support your ideas. Another project you may want to check out is Mahara which has some social networking like features. In addition, there is Elgg and I have read a couple of articles about integrating that with Moodle.
