Is it possible to add a "save" button on a jcloze quiz so that students can start working and come back to it at a later time?

No, sorry that is not possible at this time.
The basic idea behind resuming an attempt at a Hot Potatoes quiz is to save the state (=quetsions and responses so far) and then recreate that state when you resume the attempt at the quiz.
However, actually putting this into practice would require a significant amount of work.
