I'd recommend iSpring Free http://www.ispringfree.com, accurate and easy tool for creating Flash from PowerPoint. It's absolutely free for educational use.

There is also a paid version, iSpring Presenter that allows to create SCORM complain Flash courses that can be uploaded and integrated with Moodle.
