I am sorry if I am posting in the wrong area, but I was wondering if anybody could point me to any documentation on using the Web Services for 1.9. I have found some small bits of information, but no real instructions on what needs to be activated, where to go to do it, and a full API.

I am a 3rd party developer, and am hoping to write a plugin that would allow student lists, grades, and classes to be downloaded by an instructor and scores to be uploaded using Web Services and C#. Thank you so much for pointing me in the right direction.
