In the current Workshop module, the number of assessment of student allocations is limited to 20. I assume this is an arbitrary figure?
Will it be possible to allow a higher number of allocations with your rewritten module?

Yes, in Moodle 2.0 there is no limit. To be honest, I think that limit is just in the user interface widget. Internally, there is no reason for any limit.
