The concept is simple to envision, though I believe hard to implement.
I don't mind giving teachers the ability to delete users throughout the whole school, but it would be nice to let them manage their own students by both creation and deletion.
Is this possible under the current moodle security/permissions structure?
Currently it isn't possible to have teachers create and delete users on a course or category level. User management is a system level permission. If a person is given the ability to add and delete users it applies to all users on the server.
I am always hesitant to allow anybody except system admins the ability to add and remove users.
