I'll answer my own question... 
I realized that at the same time I created the Export plugin, I also created a dummy Report plugin in preparation for some future work. Removing this dummy report plugin corrected an error, which resulted in my General Settings page being displayed. Checking the box allowing tracking beside my new export plugin name and everything works! ---Jim
