email problem upon account creation

I am the admin for a site that has been created but not yet made public.  We have had some users for testing and elimination of problems.   A problem with email that has surfaced is this:  Email self registration worked perfectly before, now it does not work under a certain condition.

Accounts are allowed to be created if the email domain is the same as one of our company email domains or an outside email domain. 

If the email domain is one of our company email domains then the account is created and the confirmation email is sent to the user and to the admin.

However, if the email domain is an outside email domain the account is created but no emails are sent.  Also, a web error message is shown and the user does not know that the account is created.  The message is:

"The page cannot be found"

The network admin says the problem is in the Moodle software.  The php programmer says it is an email problem outside of Moodle.  I am stuck in the middle. sad  Any ideas or suggestions?
