As far as I know, at this time there is no way to do as you describe. Moodle only sends the email reminder that a file has been uploaded if you set that option in the assignment configuration. Most people either just download the files one at a time when grading the assignment or use one of the options described in the forums to download them all at once and grade them that way. Good luck.
