The Moodle 1.9.9+ install on the same machine works just fine. The 2.0 install does not.
I tried installing the same 2.0 code on a different machine and it works just fine.
When I installed it on a different machine, I noticed that the editor showed up on the front desk settings screen. It had not shown up in the original install.
It looks like there are some local system configuration issues to be worked out. .
