I can't seem to find that option in 2.0...

When I go there there is no option for 'enrol users', there is a list of the users that are part of the course already, as well as the enrollment methods, but that is all...
Keep in mind that this is a paid course, if that makes any difference... (Trying to add a user to the course without making them pay for it)
Maybe the problem arises from the confusion between adding users to a moodle site's database of users and adding students to a course on that site. Of course you can only add to a course persons who a) are not already enroled there and b) are in your moodle users database.
Is that the case?
PS.- Although the interface to enrol participants in a course is different in 2.0 from what it was in 1.9, the general principles have not changed.
I think the step you may be missing is setting up the pluggin for Manual Enrolments.
Go to Site Administration > Pluggins > Enrolments > Manage Enrolments > and enable Manual Enrolments.
Then go to your Course > Settings > Users > Enrolment Methods > and select Manual Enrolments from the dropdown list.
Then go back to your Course > Settings > Users > Enroled Users > and click the <Enrol Users> button to add a user to the course manualy.
Of course the user must already have an account on the site.
Go to Site Administration > Users > Accounts > Add New Users > and create a new account from there.
