Roles and permissions

Hi all,
I know there is many articles about this theme, but have not faund the useful one.
So, I'd like to create some links at the login page e.g. About Us, Contact.
My first broblem is how to create the page? ... create a webpage under Main menu or create a Blog menu or what?
The second problem is how to link the page at login screen and how to set the rights that visitors can view these pages without login.

At my moodle site not accepted the registration and the guest login and I have to keep these settings.
