Sorry about that frustrating message. This is how I do it:
- zip all the sound files into one file package
- go to the Moodle site files area or course files area where I want to put the files
- click upload a file
- browse to find my zip file and upload it
- unzip the package in Moodle files area and they are ready to use

You could post some detail so someone here might have some idea what you are specifically doing and post in the general help forum.
However, I can't think of an instance where an assignment upload would offer such an error message so am hazarding a guess that you are an instructor and that you are using resource that is prompting for URL as opposed to using admin file link to upload file....

Thanks folks! I got one of our techies to help me. It was just that I wasn't waiting long enough for the sound files to upload! You have to wait.
No, it was my fault. I forgot to include in the instructions to go make a cup of coffee (or tea) after clicking upload.
