I had this happen recently on a client site where the original classes were part of a drupal integration. The moodle core had been hacked to bits. In that case I restored the files, backed up the new instance and restored it and the add blocks drop down came back. If that does not work and if you are comfortable sharing one of your backups I could test it on another server.

Has there been any progress on this? We've now removed the eMail list from our Moodle installation and people are very upset. We'd love to put it back, but not at the risk of losing the ability to be able to restore courses that contain the block.
