, You can't directly access the synchronization file from browser, its only created for cron job.If you want to access it directly in browser (just for testing purpose) go to enrol_database_sync.php (line 5) and comment out
// exit;
Remember after testing uncomment this and setup proper cron job for sync and let moodle to handle this.
