I reinstalled to see if I could clear up a problem with admin login and the error message has disappeared in the new build.

(The admin login problem I think is due to my own inexperience; I'm running moodle on my laptop to play with it and see how it works, so I just turned off authentication entirely and login problems vanished. If I ever want to USE it I'll have to figure out LDAP etcetera, but for now it's working like a charm and it's fun to use.)
