While testing I've found that the super 'Admin' (id=2) user cannot edit another admin user's account.
I had to reset a password for my colleague who has an admin account on my dev site. While logged in as 'Admin' user I had no 'edit' link beside his account. The work around was to remove the admin privileges temporarily while resetting the password but I would think 'Admin' could alter any account as they can in 1.9.
