Eloy Lafuente has been doing some absolutely outstanding work on the backup/restore system - it will do exactly what you need here.
It's still alpha quality, and needs help with testing, but it will certainly be in the next release in a couple of months.
To try it now, get the latest CVS and look at contrib/stronk7/backup/backup.php. It is alpha. It may munch on your data and leave droppings on your keyboard. Please don't post problems here, but bug reports and solutions are welcome here: http://moodle.org/bugs/bug.php?op=show&bugid=84
