I removed the folder moodle with version 1.9.8 where I was unable to login. Created a new folder "moodle" in the host, downloaded in my pc Moodle 1.9.9+ and ftp to the host version Moodle 1.9.9+BEST CHOICE FOR A NEW SERVER!
and when I tryed to install it

I am getting the following error message:

Is version Moodle 1.9.9+ a Beta version?

Did you not download the one I suggested? Did you download the weekly version?
However, now you are getting this error, my only thoughts are that you must have left some trace of the last Moodle install.
At what point during the install did this error occur?
