Aha. One of our local moodle gurus figured it out.
  1. We created a "Sum of Grades" parent category containing all assignments.
  2. Created a "Simple weighted means and grades" category and placed all assignments except the extra credit assignment.
This does leave you with the potential for a >100 aggregation course total. If you know of a way to cap a Sum of Grades category at 100%, it would be helpful.

To the Moodle coders, I would suggest a drop down option on the main page activities section for Extra Credit that would manage this in the background (creating a Sum of Grades parent w/ simple weighted sub and populating only the simple weighted Sub if Sum parent exists already).
