Flag goes when teacher comments on a flagged quiz question

In Quiz Moodle 2.0 version, if a student flags a question and then their teacher comments on it, the flag gets -er -unflagged. Tim a few weeks ago you said this shouldn't happen and if it did, it was a bug. I 've tried it on the QA site - results attached.
