I have no experience of the survey module (we use the questionnaire which works differently) but if it is like other activities then you can go to the course you want to copy it into, click "import" in the course adminstration bock - you will be prompted to find a course - go to the course where your survey is and then you will be asked what you want to import -select your survey - and then keep following the instructions until your survey is imported into your new course. (nb - as I said; I have never used the survey (can't understand it!) but I presume it will work the same way)
