Where does the Resource ID in the URL come from?

Where does the Resource ID in the URL come from?

I created a resource in a course. Then I inspected its URL

http://www.mobilek16.com/mod/resource/view.php?id=34

Then I looked at this exact record in the mdl_resource table and the id column says 16, not 34.

Where is the 34 coming from?
