It turns out this functionality exists already through 'Server files' and the 'Add file' dialog.
A subdirectory of dataroot which must be called 'repository' can then used as an administrator's drop folder.
But... wait for it... here's the catch.
The 'Add file' dialog is not accessible from 'Front page' only from other (normal) courses.
So what is one supposed to do when you create a fresh Moodle installation and want to create a load of courses by 'restoring' them from (often very large) backup files?
P.S. The situation is made doubly worse by the fact that the backup files are often too large to upload via the upload file facility (file size limit exceeded), meaning it's actually _impossible_ to create a new course by restoring a large backup file in a stock mdl2 installation, because there's no way of getting the backup file 'into the system'.
