There are a few options to provide communication within a Moodle site.
Moodle messaging may be useful for contacting the Administrator. It allows two Moodle users to send instant messages to each other.
An alternative is using a forum, this would work especially well for communication within a course. Standard settings allow everyone to see all posts but you can use separate groups to restrict who can see which thread if you need the communication to be private.
Other alternatives include several third party modules. Check out the Modules and Plugins database to see what's there
