Given the way you define this assignment a variant of Susan's one-question quiz could be a two-question quiz in the following format:

Question 1 (TRUE/FALSE) : I have read this week's assigned texts.
Question 2 (Essay): Summarize this week's assigned texts.

In the edit quiz tab you can set the essay question to 0 marks so that if question 1 is answered correctly (TRUE) the score is 100% regardless of the content of the second question.

Now, these questions are generic so you can create one such quiz with these questions, and make a backup or place the quiz in a repository course to which all instructors have access. Then an instructor can simply duplicate the quiz on his/her site either by restoring the backup or by importing from the repository course. Then the instructor can rename the quiz according to week or unit and change open and close time if needed.
