Note that the definition of most of the Moodle DB tables include comments, and you can see these comments by going to Admin -> Development -> XMLDB Editor in any Moodle 2.0 site, and clicking the [Doc] link. (The comments are there in earlier versions, but you have to go and read the install.xml file to see them.)
Unfortunately, the comments on these particular tables are a bit too short.
