Sorry moodlers,
today is not my day.

Maybe this is a really well known problem and I am, as always, the last to get in touch with it.

I made a new moodle 1.9.8+ local installation.
I made a new server moodle 1.9.8+ installation.
They were both empty.

I added about 5 resources to my local front page and then I went to backup it locally and to restore it to the remote web server.

The attached picture shows the three steps blocking my restore.
grrrrrrrr

If I restore the backup as a new course, the process is successful.
If I restore the backup as a front page, the process fails as in the picture.
If I make a backup with no user at all, the backup restores as a front page too.

Is this a bug?
