Is it possible to know which version of moodle is running without being admin?

The moodle release notes are displayed on the /moodle/admin/index.php page. This page can only be accessed with admin rights.
Version and release are stored in the moodle data base, table mdl_config, lines 142 and 143 (in version 1.9.7).

It is not necessarily lines 142 and 143 of that table. It is the rows where there is 'version', and something else, in the name column.
You can only find the version number if you are an admin. It is something of a security issues. (If there is a known security issue with old versions of Moodle, you don't want to make it easy for an attacker to find out that you are running that old version.)
Hopefully it is possible for you to talk to your Moodle admin and ask them about your Moodle site.
