Roles and permissions

Hello!

I have created a system Role that allows selected users to browse the list of site users and to login as other users by clicking the "login as" button on the users profile page.

When they are logged in as another user they can enroll that user into a course but then it will not let them enter the course as that user.

They get the error message "Sorry, but you can not enter this course as 'Users Name'".

I assume this is a permissions issue, can anyone tell me what needs to be set to allow someone to enter a course when they are logged in as another user?
