Hello pipple!
Wot a program it is!  If only I could get in to it and set it upbig grin

V1.4.1.  Brand New.  Installed via Fantastico.  I DID check for solutions and found that the "cookie" problem didn't apply.
The install seems to have worked fine except for no way to access the needed configuration at an admin level. 

To browse to moodle/admin/  simply revolves to opening login page.
Entering my admin details = same thing.  No login occurs.

All of the necessary Dirs/files are in the system it seems.

Moodle just  bypassed the admin setup/config procedure it seems.

Deleted all and did it again for same result.

I am having same problem. Evaluating Moodle. Development environment:
    Windows 2000
    XAMPP
       Apache/2.0.50 (Win32) mod_ssl/2.0.50 OpenSSL/0.9.7c
       PHP 5.0.0
       MySQL 4.0.20a-debug-log

I'm logged in. I can create a new news topic, but when I click on Administration/Configuration, I get error message box. Error log looks like this:

I can't figure out how to disable "secureforms," suspecting this might be a factor. Is it possible to manually edit a configuration file and try again?

SOLVED!
Without boring everybody too much - a lot of detective work produced a Sherlock Holmsian decision:
On my current Windows XPPro I last week updated my ZoneAlarm Pro.
As soon as I disconnected it, everything worked fine! 

Now all I have to do is find out what the story is with ZoneAlarm........
