Moodler in the US have to deal with student educational privacy issues. Assume you want Moodle to be part of one of the "systems". Looks to me that FDA will want that and a more robust report writing feature to track changes and performance. The good news is that I think most of that is already stored in the database and you will have to figure out how to get it.
