Need to correct you on one thing about Respondus.

Feedback is available for each answer when creating questions in Respondus if you select the correct personality. The IMS QTI, WebCT CE/Vista and eCollege  personalities allow for feedback on each answer. The Blackboard personality only allows one correct and one incorrect general feedback.

Even though may be ideal to create the questions using a standalone version of Moodle, it's not always possible to run a local web server. Many faculty are also limited in their skills to install and run a local web server.

If one of the developers could get the IMS QTI import working in Moodle, Respondus would make an excellent  program  for creating quizzes as it will allow us to easily retrieve questions from the other supported CMSs. Many textbook publishers are also now providing test banks in Respondus format through the Respondus Test Bank network that are free if the instructor adopts the textbook.

Yes, Respondus cost about $70 US but even with Moodle itself, "there ain't no such thing as a free lunch". (The Moon is a Harsh Mistress, Robert Heinlein, 1966).
