Roles and permissions

I need help - I have several categories on my Moodle and in a few cases I assigned "Course creator" roles for just one category. Last year, these course creators could easily create courses AND assign editing teachers to the newly created course.

The course creator for one Category wanted to create sub-categories. I duplicated the Course Creator role, and allowed her to create subcategories. Which worked fine.

However, just recently (after the security upgrade for 1.9.7) she no longer has the capability of assigning an editing Teacher to her newly created courses.

I could not find anything in the role setting that would prevent/allow this. Any suggestions?

Short fix: I went into the category and assigned this Course Creator BOTH CC roles, the original and the copy allowing creating sub-categories. But I feel this is "messy"!

Any suggestions why the duplicate CC role would all of a sudden not allow assignment of teachers to newly created courses?
