Moodle 1.9
I'm trying to allow the teacher role to upload users on the front page, so they can manage their own student registrations and passwords.
In the USERS > Permissions > Define Roles I have 'allowed' teachers to 'upload user profiles' and 'upload new users from file'.
This has just resulted in teachers having access to front page settings, but no upload facility.
what am I missing.

I may be wrong, but I don't think you can enroll through front page. http://docs.moodle.org/en/Upload_users
says Administration > Users > Accounts > Upload users
