In the Modules and add-ons there is a Moodle Cron for Windows 2.0

It's "MoodleCron-Setup.exe".
Size should be 342.2Kb but it is less than 1K. and just opens a black window and close it.
Don't right-click to save the file, just click on it, then select the mirror from sourceforge to download the file from.
