Text editors

Hello,
I was dealing with a really annoying problem: when editing the summery of a topic with some bulleted list (ul ,il ) in the course and having some activities and resources under it (in the edit mode) the ajax "move" icon disappeared and instead I get the old "move" icon . I was supposed to get the one with the vertical arrows so i can move the activity\resource which is under the summery with the bulleted list...

Is it a bug? I guess so,
