GD lib is not supported or doesnt support jpeg.

Check the output of phpinfo() for "--with-jpeg-dir="
I guess that configure option is not present and in the GD settings box you don't have "JPG Support => enabled".
You'll have to recompile/reinstall PHP/GD.
