Am I correct in my understanding that the following conditions need to be correctly configured in order for students to see each others submissions (for peer assessment):
1. The "Start of assessments" date/time must come after the "End of submissions" date/time. In other words, submissions must be closed before peer assessment can begin.
2. The "Start of assessments" date/time must be at least 30 minutes after the "End of submissions" date/time.
3. The "Number of Assessments of Student Submissions" must be greater than 0.

in Moodle 1.9, the "Start of assessment" can actually comes before the "End of submissions". The original idea was that students do not need to wait for others to finish their submission. You may want to increase the overall allocation to allow early-submitting students to start assessing.
In Moodle 2.0, submission phase and assessment phase can't overlap any more to prevent some weird situations. So the setting you described in 2. would work for you best and it is closest to this future behaviour.
And yes, you have to set Number of Assessments to >0 to actually start peer-assessment.

Not being able to overlap simplifies the process, but would seem to complicate things in classes where there's stragglers and irregular submitters, like my elementary class.

yes, I kept this in mind. There will be a way to allow late submitters to send their work even after regular submission phase. In such case, no other modifications will be allowed after the submission form is saved.
Note that in workshop 2.0, even students without their own submission can still participate in the peer assessment. They just do not receive any grade for submission so you can, for example, exclude it from grading in the course gradebook.

It sounds like the planning you've done will accommodate most circumstances. I really appreciate the effort you're putting into this and can't wait to try it out with my students. The problem with the workshop module is that a group of students is really needed in order to test it. So much of Moodle is about how students react and respond to the prompts and formats.

Yes, workshop testing is time consuming. That is why I still ask the community for the help. Not only the workshop has several phases, but the various combinations of its setting lead to various situations and it is quite difficult to describe all of them in advance...
