Hi,

is it possible to grade person despite he/she has never done test online and hasn't records that ever did test? ty

yes it is - you can use the offline assignment type for that (add an activity>offline assignment) or else you can go straigh to the gradebook and set it up there.

well, i dont want to make it offline all, but if not all persons has possibility to do through moodle than i manually grade it

well yes -so as long as they are enrolled in your moodle course you can give them a manual grade even though they didn't send you anything in Moodle.

You can add grades manually for some work a student has done NOT in moodle (isnt' that what you want) by setting up an "offline assignment" which you get to from add an activity>offline assignment. This just gives you a space in the gradebook to add marks even though they haven't done work on Moodle.
