I have tried modifying $string['titlelandscape'] = 'CERTIFICATE of ACHIEVEMENT'; to $string['titlelandscape'] = 'CERTIFICATE of Excellence'; it does not work I have also tried doing it through Language editing still doesnt accept change when I press the save changes button. Could you please Help!

i could depend on 2 things
a) please delete your browser cache and load site again
b) you must edit right template (utf-8, landscape etc.)

The I have tried deleting the offline content of my browser but the certificate does not change. However I found that if I delete moodle and install and then make the changes in the certificate module before installing it on the new moodle it works but this is a very complicated process to do every time. My guess is moodle is caching the information at some place could someone suggest anything ?

This one drove us nuts too. Finally found it under:
Site Administration => Development => Purge All Caches
